Provides Config annotated with GerritServerConfig.

Note that this class is not a singleton, so the few callers that need a reloaded-on-demand config can inject a GerritServerConfigProvider. However, most callers won't need this, and will just inject @GerritServerConfig Config directly, which is bound as a singleton in GerritServerConfigModule.
