Creates a new decorator using the specified ThrottlingStrategy and ThrottlingRejectHandler.

Parameters:

strategy - The ThrottlingStrategy instance to define throttling strategy

rejectHandler - The ThrottlingRejectHandler instance to define request rejection behaviour
