Queue incoming request threads

Parameters:

t - Thread handing the request

id - Scheduling parameter, an id to distinguish profiles (users/keyspace)

timeoutMS - The max time in milliseconds to spend blocking for a slot

Throws:

java.util.concurrent.TimeoutException

release

void release()
