public class SmoothingPolynomialBicubicSplineInterpolator

Generates a bicubic interpolation function.
Prior to generating the interpolating function, the input is smoothed using
polynomial fitting.

.

- a function which interpolates the dataset.

NoDataException
- if any of the arrays has zero length.

- if the array lengths are inconsistent.
