ONE_PHASE

Enforce to use one stage aggregate which only has CompleteGlobalAggregate.

TWO_PHASE

Enforce to use two stage aggregate which has localAggregate and globalAggregate. NOTE: If aggregate call does not support split into two phase, still use one stage aggregate.
