Allocates a bytebuffer

Parameters:

size - the size of the bytebuffer

directByteBuffer - indicator to create a direct bytebuffer

Returns:

the bytebuffer that is created

Throws:

IOException - exception thrown if there is an error while creating the ByteBuffer
